Описание
You installed a J2EE or ABAP system of Version 7.00 or 7.01 in the past.
Lower system versions, such as 6.40, are not affected because there is no CTC. As a result, there is no communication between SAPinst and CTC and therefore the file described does not exist.
Systems of completely new versions, such as 7.10 or higher, are not affected by the problem because the configuration tasks are migrated from the installer to the CTC. A more intensive communication document (such as for the hybrid solution in 7.00) no longer exists and as a result, neither does the file described.
Versions 7.02 and higher have already automated the manual solution described here.

For UNIX, change to the directory /usr/sap/<SAPSID>/config.
Or
For Windows, change to the directory <Drive>:\usr\sap\<SAPSID>\config .
Delete the file usagetypes.properties.
